Educational Services

The Center for Urban Affairs and Community Services provides specialized educational research and technical services to state and local public schools and non-public schools throughout North Carolina. The majority of this work is conducted through the Technical Outreach for Public Schools program (TOPS). TOPS partners with North Carolina Department of Public Instruction, Accountability Services to develop and deliver the statewide accountability program. In addition, TOPS works with the North Carolina Department of Public Instruction, Career and Technical Education to develop and deliver their state assessments.

The Center also provides assessment services to the non-public schools. This program is authorized by the North Carolina Department of Public Instruction, Accountability Services and is operated on a cost recovery basis.
